The People’s Association (PA) is a statutory board established on 1 July 1960 to promote racial harmony and social cohesion, and to act as a bridge between the Government and the people. We offer a wide range of community programmes and volunteering opportunities for Singaporeans from all walks of life. Our network includes more than 1,800 grassroots organisations (GROs), over 100 Community Clubs, five Community Development Councils, National Community Leadership Institute and PAssion WaVe.

Job Description
  • Work with Team Leaders to plan and review the concept, strategies and management of community programmes to assist the needy, bond the people and connect the community
  • Provide necessary guidance on procurement, administrative and programme support
  • Manage projects related to disability employment policies and services
  • Work on projects to improve processes and customer experiences
  • Engage and work closely with partners and stakeholders to develop and implement outreach strategies to seek their adoption of inclusive hiring and enhancing employability of persons with disabilities

Job Position Assistant Manager (Partnerships & Programmes)
Job Description
  • Conceptualise, strategise and manage community programmes
  • Co-plan and review the concept, strategies and management of community programmes with Team Leader to ‘Assist, Bond and Connect’ the community
  • Engage stakeholders, partners and residents to achieve team outcomes
  • Perform proper budgeting and allocation of other resources to realise optimal utilization of resources to achieve the programme outcomes and KPIs
  • Develop networks of external stakeholders or partners
  • Work closely with Team Leader and Senior Manager to build strong networks of external stakeholders or partners
  • Partner key stakeholders to identify community gaps and needs, develop joint collaborations and meet programme outcomes

Job Position Executive (Admin & Finance)
Job Description
  • Maintain databases and liaise with GROs and partners
  • Work closely with Admin Manager and support Council related matters and office administration
  • Administer funds for ground-up initiatives
  • Provide finance support by raising purchase orders, calling of quotations and tenders, processing invoices and other financial matters
  • Ensure compliance with financial and procurement procedures and if need be, advise officers and contract staff at the correct procedures and practices
  • Update and maintain records in OnePA and Volunteer Management System, including maintaining the database and engagement of members from our Healthy Living Clubs
  • Assist to book and set-up meeting rooms as well as secretariat support for Staff and council meetings which may include co-ordinating with vendors and relevant parties on logistics, registration matters
  • Manage hot-line for telephone enquiries from Public to provide them with correct advice

Job Position Executive (Administration)
Job Description
  • Assist the Manager in the areas of administration, procurement and events management, whilst ensuring compliance to People’s Association and Government’s Rules and Regulations
  • Coordinate and provide administrative, procurement and logistical support for CDC’s officers such as checking of supporting documents, good receipts and raising of purchase order
  • Provide support in call operator duties i.e. answering of public enquiries through CDC mainline
  • Set-up, manage and oversee the collation of databases for CDC partners for management reporting purposes, i.e. Partners Database, Partners’ Dossier etc
  • Coordinate and document all requirements and procedures for the gathering of data, information and requirements for CDC partners
  • Manage and oversee the outsourced vendor for data entry, administration and reporting services ensuring strict compliance to data management guidelines
  • Work closely with the outsourced vendor in providing reports and updates on schemes and programmes’ utilisation

  • Ensure all contents on CDC website are updated such as Mayor’s message, Contact South East, Media Releases and upcoming events

Job Position Executive (Finance)
Job Description
  • Process and ensure prompt payments to vendors within stipulated timeframe
  • Monitor and manage the CGMS system used by the GROs and/or COs to submit their programme budget and claim for DMG reimbursement, including administrative duties such as data entry, checking of supporting documents and verification of data entry
  • Work closely with internal and external stakeholders for management of reimbursement submission
  • Oversee preparation of payment voucher and ensure prompt mailing out
  • Maintain an updated journals and adjustment entries for accurate accounting records
  • Perform month and year end closing of accounts together with Finance Officer
  • Review workflow and processes for continuous improvement with consideration to internal control requirements
  • Assist Finance Officer to facilitate audit procedures including preparation of samples audit documents and financial statements
